if i want to offer a saas product through my white label where i charge a specific amount for 1 tier and another amount for another tear etc it would be good to charge each client their own rebilling amounts per client rather than at the agency level with only 1 option

You can already do this by going into sources > source settings > rebilling and overriding the default
