Perhaps adding a toggle on each goal to overwrite it or not. If it is set to No Overwrite then it will skip that goal if it already has data in there. If it is set to Overwrite it will ask again.

You can checkmark the objective in the Goals Accomplished field and the bot will skip that objective for that contact
